Vera El Khoury Lacoeuilhe has over two decades of in-depth experience in multilateral diplomacy and international relations, both at UNESCO and the Organization for Francophonie. She is strongly committed to the ideals embedded in multilateralism.
In 2016 the government of Lebanon designated her the country’s official candidate for the post of Director General of UNESCO. During a tense election week early October 2017, she had to step out of the race, despite being considered by friend and foe as the most competent candidate. Moreover, the vision she presented for UNESCO half a year earlier, demonstrably found its way in the programs of other candidates.
Her most distinctive competencies are engagement, persuasion and diplomacy. These aptitudes combined with her significant knowledge of international law enabled her to efficaciously chair numerous intergovernmental meetings such as the World Heritage Committee.
As an active member of the “Independent Team of Advisors” of the UN Economic and Social Council (ECOSOC), she co-drafted recommendations on the longer-term positioning of the UN development system in the context of the 2030 Agenda for Sustainable Development.
She teaches a Master 2 level Seminar entitled "International Institutions and Organizations" at the Paris I Pantheon-Sorbonne University and is an adviser to the Ministry of Culture of Lebanon.
Vera El Khoury Lacoeuilhe holds an MA in Near Eastern Affairs from New York University and a BA (with distinction) in Political Science from the American University of Beirut.
