This well-attended talk with Mr. Alain Bifani, Director General of the the Ministry of Finance, reserved for senior LIFE members only, was centred around the financial and economic macro environment in Lebanon. 
Mr. Bifani was first in conversation with Mr. Omar Slim and then answered a number of questions raised by LIFE members such as: how LIFE, particularly its Promote pillar, could support more effectively and constructively the Lebanese economy by engaging with the members of the Lebanese public institutions. Attendees also discussed freely and openly Lebanon's fiscal challenges, its current account deficit and the latest government budget.

During the event, we intend to have a frank conversation about the current economic environment in Lebanon, the structural challenges the country faces and its prospects. 

The discussion will be moderated by Omar Slim, senior investment manager at PineBridge Investments, based in Singapore.

About Alain Bifani
Mr. Alain Bifani is the Ministry of Finance’s Director General since 2000. Mr. Alain Bifani is also a member of the Board of the Central Bank of Lebanon, a member of the Higher Court of Banks, a member of the Capital Markets Authority’s board and an appointed member of the International Monetary Fund. Mr. Bifani is a seasoned financial expert with over 20 years of international experience at the highest financial institutions’ level. In 2000, Mr. Bifani became the youngest director general in the Lebanese administration when he was appointed Director General of the Ministry of Finance, a position he still holds successfully to this date. As such, he manages a team of around 3000 people, prepares and executes the government’s budget (about $16 billion), manages the ministry’s budget (about $1.3 billion), the Treasury department, and the tax administration. He also manages public expenditure, public accounting, and public debt (a portfolio of $75 billion). In addition, Alain prepares, supervises and implements the medium term debt strategy and the medium term expenditure framework. He is also in charge of administrative matters, human resources and information technology. He succeeded in implementing cultural change in a complex multicultural environment where obedience to clans superseded allegiance to the institution.

About Omar Slim
Senior Vice President and Portfolio Manager, Fixed Income PineBridge Investments, Singapore

Mr. Omar Slim is a senior fund manager within the Emerging Markets Fixed Income team, and is the lead manager for a number of funds investing in the credit, rates and FX markets.  
Prior to joining PineBridge in 2013, Mr. Slim was a Senior Portfolio Manager within Asian Fixed Income at State Street Global Advisors in Singapore. In his most recent Singapore based State Street Global Advisors role, Mr. Slim led the development of the Asian credit investment process in Asia, helped build up their credit coverage and managed local and hard currency Asian Fixed Income portfolios. He also participated in a number of government sponsored policy initiatives to develop and enhance the Asian bond markets. Prior to State Street, Mr. Slim was a research analyst at BNP Paribas Corporate & Investment Banking.
Mr. Slim holds a Master of Science in Finance from Boston College’s Carroll Graduate School of Management. He also attended the Investment Decisions and Behavioral Finance Executive Education program at the Harvard Kennedy School. Mr. Slim is a CFA charter holder.
